You know what's funny? I live in Cleveland and hadn't seen this yet.
Did the local kindergartners make that cutout? You have got to be kidding me. Who's bright idea was, "we'll make a cardboard one and make it look like it's climbing the tree!", "Run forest with the cutout!"
I'm SO ashamed. Please accept my apologies om behalf of the city of Cleveland and it's less than stellar news services.
